It is unlikely that they are wrong. The utilities compare your house with similar houses in age, size, and design. The homes in that comparison group may have inferior energy performance, so relative to them, your house looks good. But that does not mean that there are no opportunities for improvement. Another reason for the difference may be that you set your thermostat at a lower temperature in the winter (66-60 degrees) and higher in the summer (75-78 degrees) than the comparison houses. Also, you may be setting back your thermostat to an energy-saving temperature when you are at work, while they do not.
