Only if you also install a battery system, which is usually not the case for cost reasons. If you want power during a blackout, the more economical option is to install a generator.
If you do not have a battery system, the solar panel system turns off until power is restored. When grid power is restored, the system will automatically reconnect and synchronize to the grid and your solar system will come back on.
